TLDR, the radio frequency is it uses penetrate concrete and steel structures better than any other system.

The antenna power used at the pager transmitter can be much more powerful than a cell phone transmitter, helping penetration and concrete and steel structures

I didn't read the article, I'm just guessing, but I'm right

Didn’t one of the medical YouTubers do a video on this recently. It’s these reasons and also pagers are cheap, and aren’t distractions or liabilities like phones are.
