Is there somewhere else he's supposed to be in canon at the moment? I couldn't see in the article if this was the case

He is supposed to be stationed in Adelphi Base in the Outer Rim at the same time in the Mandalorian. The article misses that Zeb turned up at that base in live action in season 3 so there is background of the characters interacting.

What isn't fan service at this point? Superficial fan service and pandering. That's thats the only thing that Disney can do.
