Yeah it's probably a test post by one of the Lemmy's lead devs. A known tankie afaik.
That's dessalines - the main dev of Lemmy.
The post is not from kbin (hover your cursor above the link you've marked red in your screenie and you'll see it's not "local" community).
He is not an anarchist. He is a known tankie.
