How would that even work? I assume that there would need to be a built in backdoor somewhere, since it's clientside rather than the oldschool data pull from centralized servers.
Frankly, it's horrifying. Hopefully the Assembly pumps the brakes on it.

delinquency? that's so delightfully vague and can mean anything (obviously that's the intention)
I suspect it's less vague in french. The French legal system is more explicit than the American/English systems.
The majority party in the French Senate is Les Républicains, which is a traditional right party who want to give the police and armed forces way more power than they should have. The only way for it to pass in the National Assembly, is if the presidential party vote for it. Unfortunately for us, the right side of the party keep on getting more importance.
