If the stuff I regularly hear about the cartels doing (e.g. murdering political figures who oppose them.) was happening in, say, Afghanistan, no one would hesitate to call it terrorism, so the label fits.
That said, worried that it'd be used to justify unwanted military intervention.
As for gunrunners, yeah lock em up, throw away the key.
