The bill walks back SB 946, which in 2018 decriminalized street vending across the state. The legislation was crafted by Los Angeles legislators to protect street vendors from police harassment.

Huh, I didn't know that happened.

LA cops are bastards though.

Most of the street vendors I see in the area are selling food. But it's concerning because they don't typically have hand washing stations or ice to keep the food chilled. Nor do they have incentive for any health safety precautions.
