At large Council is specified in the Third Class City Code.

Suing Hazelton makes no sense. It's state law. The only thing Hazelton can do to avoid being in violation of whatever the DOJ is claiming is to be forced into a Home Rule Charter, which I suspect is the underlying goal.

Otherwise, those "minority" candidates (in a city where they are actually the majority) should register with a major party and campaign better.
