On a more meta level, I feel pretty comfortable that 30 Rock in general was satirizing not the experience of the urban poor, but rather the cynical way that Hollywood and the privileged would capitalize on it
Absolutely. When the show was produced, we were at a point where it actually seemed like we were finally moving past a lot of the racism in society, so the show took the opportunity to poke fun at it. Unfortunately, that aged like milk, but I can see how the showrunners had good intentions.
