Haven't even bothered reading the article. Saying something/someone will not work is mostly useless as statistically the absolute majority of things don't work out.

Change is difficult even when everyone is onboard.

With all that in mind, the change doesn't come from the CEO either. The ones actually doing the work are the ones making the change.
