It’s possible. Roman concrete is still superior to modern concrete in some ways and we haven’t rediscovered the formula.

A team of scientists have been working on Roman concrete recently and have made some progress. The short version is that what was once thought to be impurities in the concrete were actually minerals that formed a paste when combined with water, making the concrete capable of repairing itself.
