FPÖ has a plurality, it didn't win the elections. And the ÖVP is not the loser party, it's the second most voted party, that happens to actually have a chance to build a platform acceptable to most voters. In some countries the government ended being formed by the 3rd or 4th most voted party because it was the least offensive to the electorate, that's part of representative democracy.

Reporters writing about elections like it's the football championship are a treat to democracy.
