Is it burnout, pay, or funding? Perhaps a mixture of all.

It's all of them, but burnout is the biggest reason. Even if school districts had the funding to pay massive stipends for SPED teachers, they'd still be short staffed.

This is the problem with commodifying every industry into something that should generate money or be "profitable." The needed industries that don't make ass loads of money for investors and as a byproduct, employees, don't attract as many people as the ones that do.
