They were a teen when they came into power and they acted about as one might expect a spoiled teen who was suddenly given absolute autocratic power. Their reign is essentially a long list of "Teenager thought it would be fun and did it", complete with arbitrary executions, promoting people to high position for very irrelevant reasons, and spending most of their time doing outrageous stunts and partying.
So basically like the Donald?
Well, I would compare Trump more to Nero or Commodus, in that Trump also was involved in a lot of ruinous policy as well as personal indiscretions. But yes, the lack of seriousness taken to a position of power is very comparable.
