“South of Scotland” is England, or France or maybe a lot of places. None of which are “southern Scotland” like the article talks about. No where does it say south of Scotland.

South of Scotland is in Scotland. Same way the South of England is in England and the South of France is in France. This is the first time in my life I've heard someone make this claim before
Regardless of what the article says, "South of ..." is a common way to refer to the southern end of something in English. If it said "to the south of ..." your point would be correct.
