If you can bill them, you can list them.

Reasonable answer: simplify the fees as the ruling intends.

Probable solution: Take out a loan for a new back-end system that can handle all the billing shenanigans that will cost a couple hundred thousand to stand up and test. Increase fees since the new system cost so much.
