So I'm installing Kubuntu on my friend's old laptop which has a slow hdd, so I decided to go with the minimal install option, only to notice that in the final screen, it's actually removing a lot of packages as indicated in the progress status. Is this intentional?

The live image has extra packages like language support for other languages or driver support for devices might not refer in the target system. At the end the installer removes those packages. If you are curious you can always switch on the log view which tells you which packages are removed.

I was able to see some of the running logs and it was uninstalling libre office packages among others

I did a bit of research and you was right, the minimal kubuntu install copies everything then removes it. It is not suitable if you have only minimal hard disk. Apologies for misleading you.
