As an ex amazon employee , who directly worked with driver returns , this was the right decision. For those that don't know amazon puts money up front to start the dsps (Delevery Service Providers) to whats normaly amazon employees to start and run these buissnesses and all dsps would be in direct contact with a L4 station manager , and if their drivers under preformed , they could be cut loose . They also rented the vans from amazon , and their main offices where inside the amazon delivery stations . Some dsps where regional , but most where home grown right out of the stations they worked at. Tbh its a tax dodging scheme so amazon dosent have to deal with paying taxes for all the drivers , the dsps do , and since their normaly under 50 employees , they skirt around many labor laws big buissnesses have to follow.
