For games like this it's almost always licenses for cars or music. They probably weigh the cost off renewal vs likely future sales.
Less players means less people upset when they shut down the servers? I don’t know why else.

The reason is because they license the rights to the cars and music only for a certain period of time, not indefinitely. So it was always on this clock.
