Actually him being short is a misconception. He was around 170cm, which by france's standard in the 19th century wasn't (and isn't) short at all

It’s called Jack of all Trades, starred Bruce Campbell. It’s just goofy fun, no big lofty meaning here, thus Verne Troyer as Napoleon.
