Had to make a post as I didn't find convincing answers to the title question, apologies if I missed anything.

Basically I'm looking to setup Windows Server on a hand-me-down Threadripper 3990X and Microsoft's per-core licensing is so ass backwards that it'd cost a small fortune to license the additional 48 cores (vs obligatory 16 core license bundled with Standard and Datacenter) and related remote licenses.

Just need to have everything functional as a proof of concept, is there a tool that allows to generate/activate core and CAL keys into Windows Server or do I always have to buy them from an authorized distributor?

Wouldn't mind paying if I actually were to use the thing but it's basically a small side project since we helped an IT office move buildings and they determined it was cheaper to dispose of their workstations vs paying to move them across the pond.
