Possibly, but IDK, the Russian government does things like this a lot: They don't need a real reason because they just do what they want and make shit up to justify it.

Most likely. It’s silly though because it doesn’t really hurt Ukraine, just starving people in Africa. Russia is trying desperately to save face and it just makes them look even weaker.
