The lake, as far as I understand is used to limit the amount of dust generated by the chalk mine that is being mined at the surface of the area to the right!

I wonder too if the water is too harmful to mingle with normal water. There's a place near me when runoff from mine tailings drains into a lake, and they have a dam where they gradually release that water into the river so that the ratio is within acceptable parameters for fish or whatever

I have no idea. I believe that they use the water to bind the dust so that it does not affect the residential areas next to it. That said, chalk is as such, i believe is not dangerous.
