We need a term for semi-expert. He probably knows more than me on the subject but there are definitely people more in tune to the situation.

The operative words here are 'likely', 'unlikely' and 'probably', which function as verbal CYA for a retired general giving an over-simplified analysis based on insufficient background knowledge.
