Why is Old Woodlands Checkpoint not demolished yet? (self.asksingapore)

I read that Woodlands Checkpoint is going to be expanded and OWTC and several HDB flats were acquired. Are they waiting to dismantle Woodlands Train Checkpoint and carry out the expansions once the RTS is ready?
