The ministry for the Future, by Kim Stanley Robinson.

Children of Time deals with it, but only very indirectly. It is a really good read though!

A Half-Built Garden by Ruthanna Emrys deals with environmental questions a lot. Humanity is starting to fix climate change when aliens come to earth to save everyone by evacuating them to their space stations. Not the best book I have read this year (too much talking really), but I keep thinking about some of its premises.
