It is clear that a user who is aware of the implications would not activate geolocation, the problem is another, how many users who are aware of this problem will review the permissions of their mobile apps? Many of them, just like the mobile itself, have geolocation activated by default and some OS on the PC as well. It is the user who has to deactivate this one by one, it is not a question of activating it, because it already is.
I see your point, it makes sense. I reviewed my settings on mobile and I had location services disabled for browsers I'm using, but I think I did adjust settings a while ago after installing the app. Most people would not bother to check this settings.
Most commercial apps are using geolocalizacion, even if not needed, in mobile is important to review permissions of every app you use and look if they don't remain in memory if you don't use them. For Android a recommendet privacy app I use are InviZible Pro (download it from F-Droid, not from Google Play, because Google hate this things and sure it has reduced some functions). https://f-droid.org/packages/pan.alexander.tordnscrypt.stable/
