Fun fact: Deus Ex came out in 2000, but if you look at the NYC skyline in the Statue of Liberty level the World Trade Center is not there.

Is the rest of the NYC skyline intact? I don't play enough Cities: Skylines to be able to tell, maybe we could go ask that community if you don't know

It's more just a generic skyline, it doesn't attempt to accurately reproduce NYC. It was more a limitation of memory/storage space rather than any kind of prediction.
