Sounds like a bad translation to me.
ONE of our techniques is to bring the "mind" (another bad translation) (aka "awareness") to a still point, etc. That technique is variously called Samatha, Ananapanasati and Concentration Meditation.
ANOTHER technique is to "observe the coming and going of phenomena while refraining from moving your awareness in reaction to that". That's variously called Vipassana, Shikantaza and Melting.
IMO that's all of the meditation techniques right there. All else is twists and names.
