She's primarily a representative of the executive branch in the absence of the president, advisor to the president, and president of the Senate. She has very little power outside of this speech to do anything about the issues she's talking about.
It's not about power she's just a ghost. Biden was all over the place when Obama was President and you definitely heard more about what Mike Pence was up to than Kamala Harris, and I got the impression that Pence was trying his best to fly under the radar most of the time. It's to the point that I wonder if she's even around.
