To put it simply, the party filters out ineffective members and cultivates the growth of capable and trusted members into higher positions. The ascent to the upper echelons of the party is a highly competitive process with a substantial increase in scrutiny the higher one goes. The success of this ‘filtering’ system is evidenced in studies such as one by Harvard University’s Ash Institute, which found that Chinese citizens expressed more trust in their national government compared to local government bodies. Interestingly, these local government bodies are elected directly by the population, which hints that this system of evaluating and filtering is more effective than liberal style democracy."
