Since there is a new PSU, the question has to be asked: are all the cables connected to the GPU? 3090 appears to have 2 or 3 cables connecting directly to the GPU. Are those installed?
Look at the existing hardware: Does installing the 1070 still work? Does the 3090 work in another system? Is the monitor plugged into the new video card?
Thanks for commenting! Turns out everything was connected properly, but my monitors switched inputs when I disconnected my PC for the hardware swap and I never caught it
Hehe, it happens.
I spent an evening troubleshooting my audio, reinstalling drivers etc because the L/R channels were reversed
My headphones were backwards...
So... Yea.
Also seemingly the order, make sure the 3 cables are in order.
I'm also not sure if a daisy chain is supported with the 3090? I know I'm getting lucky my with my 3080 being on a daisy chain.
