What are those roof features above the top windows?

Eyebrows of course

I’d guess they’re there to direct water away from the windows when it rains

My wild guess is that there were balconies or otherwise very tall windows there before, but they were replaced with the smaller ones and the roof part was removed.

At least I've seen buildings with similar changes, but those usually come with a new straight roof while these have those bumps.
