My bet is they're holding off on bringing Verdansk/Rebirth back as a break glass in case of emergency last measure to revive their dying game when they need some more cash to cover their sexual harassment lawsuits.

I agree, they’ll probably push it out once play base drops to a certain extent. Which is unfortunate, but how things usually work.
