It shows two women performing “tricks” with a ballot box to distribute the ballots they had previously cast.

“Observers of St. Petersburg” write that, most likely, the video shows polling station No. 5 of the Admiralteysky district at school No. 260.

That was my first thought as well. They are like toddlers when they're trying to be sneaky
