If a dev can focus on one set of hardware/os they can optimize for that. Just look how amazing the latest gen Sony exclusives are.

... and their PC ports (except TLoU) run just as well, if not better, even on mediocre hardware. Exclusive are solely to make value for the publisher and the console itself. Saying that it's somehow better for the developer is just blatantly false.
