Granted, Kuss is the best mountain domestique by a long way and an incredible rider, but he's never really a risk in GC. If he breaks off the front nobody has to follow because he's not close enough to matter. However Yates is usually up there on GC and if he breaks off the front, there's a real risk that he could go into the lead.
That said, he could actually be further up the standings this time considering the minimal TT distance this year. It'll be interesting to watch!
