Found this on Nat Geo about the photograph:
Apparently tartan ribbon is just plaid ribbon.
They are technically distinct. Tartans refer to specific crisscrossed patterns associated with Scottish heritage, whereas plaid is the generic term for that kind of crisscrossed pattern.
