That video got the date wrong because Lupin and Flame of Recca aired in 2000, same as DBZ.
Dragon Ball apparently aired twice in GMA. They originally re-aired the RPN dub (na English with Filipino dubbers) and then later (ito yung familiar ako) a brand new tagalog dub in 99.
Actually that particular fandom wiki article also confused me earlier nung binasa ko, and actually led me to the vid upload with the questionable date 😁 Di ko namention sa original comment na isa rin yun sa reasons of posting ko.
I guess I’ll have to concede with the wiki’s info (for now…)

That wiki is accurate albeit a little confusing and poorly-written lol. I'm not super duper familiar with dubbing lore myself so I usually consult with another guy (who I pass some of my recordings too so he can re-encode it using HD footage) and he confirmed that the dates are indeed correct.
