How does this make any sense? In South the cost is half of USA, in North it can cost you your life! You can't average that, and even if you could, it doesn't make any sense.

What the data shows is not internet users' internet fees, but network costs paid by companies like Twitch. In fact, Twitch has decided to pull out of Korea because of excessive network costs. https://en.yna.co.kr/view/AEN20231206002600320
