The way I understand it - this quote talks about the attitude of acceptance and aesthetics.

During snowfall, flakes are scattered all around; some fall on the mountain top, some on the tree branches, some on the street. And also, no two snowflakes are alike. But if the snowflake that fell on the mountaintop, fell on the street instead, and vice versa - they would have made the scenery exactly as beautiful.

We accept that beauty as is, as a whole, irrespective of where the individual snowflakes fell - because they alll make the scenery equally beautiful.
