4.4% of GDP spend on military is pretty high compared to most countries. But I am pretty sure the real number is more likely twice that.
9% may sound crazy, but in the 80's Reagan increased USA defense budget to 8%, for Russia to compete with that, Russia would have to go to 45%, which of course they couldn't.
If Reagan could do 8% in peacetime, Putin would have no problem doing that in Russia too.
