FDA banned pure/high concentration caffeine powder because people died from improper measurement. I think you can still find lower concentration caffeine powders.

Yeah I personally think it's excessive especially when there are so many other much more dangerous things still being sold.

We generally only ban things once we have real-would evidence that it can kill you (in the form of people dying), and we really only care if it kills you quickly.
