I have no source but from passively reading news about this, the main qualm from news pub was that Facebook and Google would display the title (link) of the article, and often with an exert, author name and the domain which is pub name, which is basically most of their content ( nobody reads the article anymore). I feel, Facebook was the main offender though.

Also the goal was to provide revenue for quality content by encouraging. Fake news or simply unverified shock ( click bait) "news" outlet where thriving in this environment and that not beneficial to the country.

I'm not for or against nor well informed so take this with a grain of salt
