A possible explanation is that it's hard to punish because clubs use it sparingly and it's too easy to come up with convenient excuses, like cancellations or weather causing issues. Further, we don't want poorer/newly promoted clubs to be disproportionately punished under any such rules - there are already pitch quality rules in place which Luton fell fowl of.

And of course there's the argument that Liverpool's players had to play on it as well, and we could just as well do it back. Maybe we do.

The only "solution" I see is the league or the FA taking on the costs and management of pitch quality to ensure consistency across the board. That way, it reduces the chance of issues arising to gain competitive advantage. Maybe you could even save money, by having the clubs pay into a shared fund, and centralising the workload. That's a monumental task though, and I don't see it happening.
