Het is niet legaal om te kopen als consument. Het is gedoogd. Dat wil zeggen dat, hoewel het officieel niet toegestaan is, dat de overheid onder bepaalde voorwaarden niet tot vervolging overgaat en fe andere kant op kijkt.
