Regifting to others just sounds a bit rude and a slightly impractical as well.
As for myself, I believe I do that quite often. Maybe it's partly because of my stinginess, but I feel guilty if I notice I left some object lying around without using it for too long. Feels like a wasted purchase. Anyway, I think "regifting" can be a very healthy habit more people should look into, but only towards oneself rather than others.
