Pen then scan & coloring? (+/ The black/white check if I understood correctly)
No, this was done only in Procreate, but I do have some brush packs that mimic real-life medium textures pretty well, so I can see why one would think that. :)
But yes - the value structure comment is checking it in black and white to make sure things contrast against each other well.
