How? We chalked and stickered the cars, they had ample warning.

Why is the go-to option to disrupt people's lives? If you have too much of a population owning vehicles that's causing overcrowding you shouldn't be looking to apply a bandaid to such a serious issue. Look into making it possible to live in your city without needing such an expensive purchase, give people the ability to effortlessly travel to the places they need to go with the capability to move out hases and groceries.

Seriously, how far do people really end up driving that they need to own a car instead of renting when the real need arises?
