Not really.

Circumcision randomly starts in many places. None of them related to hygiene.

Atavism. We were evolved for different conditions. Likely different climate and definitely not wearing clothes.

But I do not claim that it is better to do that. Only that there were medical reasons to do so (even if possibly overall not beneficial).
