Improved moving in pathfinding. This prevents citizens from reserving homes from disconnected buildings (Or moving into the city at all if it's not connected to an outside connection).

What, why? How is it not plausible to immigrate on foot or horseback through the prairie? Now how will I jumpstart my pedestrian only town that has not yet heard about trains? The nerve of some devs, really.
